The Foreign, Commonwealth and Development Office (FCDO) has launched a new call for proposals for a six-month research study focused on strengthening Indonesia’s education ecosystem through strategic collaboration with UK education providers. This initiative aims to support high-quality, inclusive learning in Indonesia by aligning UK education models with Indonesia’s national education priorities.
This call for proposals invites organisations with expertise in education systems, international development, policy research, and UK–ASEAN academic partnerships to submit a bid for conducting a comprehensive study that will contribute to UK–Indonesia bilateral cooperation.
The research study will begin in January 2026 and is part of the FCDO’s broader commitment to promoting evidence-based policymaking, global education reform, and international partnerships across the Indo-Pacific.
The objective of this call for proposals is to generate actionable insights to:
Strengthen education cooperation between the UK and Indonesia.
Map opportunities for UK institutions to support Indonesia’s education transformation agenda.
Analyse how British education models, teaching standards, and institutional partnerships can be adapted to the Indonesian context.
Inform future FCDO programming and government-to-government dialogue.
Support improved access to high-quality, equitable learning at national scale.
The successful organisation will be expected to work closely with local stakeholders, conduct field research, and prepare recommendations that enable strategic engagement across schools, higher education institutions, and education ministries.
The study will run for six months, starting in January 2026.
The selected research organisation will be responsible for delivering:
A full analytical report on Indonesia’s education ecosystem.
A mapping of opportunities for UK providers across different education levels.
Policy recommendations aligned with Indonesia’s current priorities and reform agenda.
Stakeholder engagement sessions and consultations with Indonesian and UK actors.
Final evidence-based guidance for strengthening education cooperation.
The research must reflect international best practices, local needs, and the principles of inclusive, equitable learning.

Universities
Think tanks
Public policy consultancies
Non-profit organisations with experience in education systems research
International development organisations working in Southeast Asia
Applicants should demonstrate:
Previous work on education systems, education quality, or learning outcomes
Experience conducting policy research in low- and middle-income countries
Understanding of the Indonesian education landscape
Capacity to produce rigorous, time-sensitive analysis
Experience in international partnerships or UK education frameworks
Organisations may apply independently or in consortium form, provided roles and responsibilities are clearly defined.
