EU Experts Call for Expression of Interest 2024–2027: Join the European Commission’s Expert Database

The European Commission invites qualified professionals from all fields to register their interest in becoming EU Experts for the 2021–2027 period. Through this ongoing Call for Expression of Interest, experts will support the implementation of EU funding and tenders managed via the EU Funding & Tenders Portal.

About the EU Funding & Tenders Portal

The EU Funding & Tenders Portal is a centralized online platform managed by the European Commission for handling EU grants, tenders, and prizes. It connects experts and organizations across the European Union, ensuring transparency, efficiency, and fairness in the management of public funds.

Objectives of the Call

This permanent call aims to identify professionals willing to assist EU services as independent experts in various tasks, including:

  • Evaluating funding applications and tenders
  • Monitoring projects and contracts
  • Providing expert opinions and specialized advice
  • Reviewing ethics, compliance, and project implementation

Experts will contribute to the evaluation, monitoring, and review of projects funded under different EU programs, helping ensure quality, integrity, and impact in EU-funded initiatives.

Who Can Apply: Eligible Profiles

The European Commission seeks experts with high-level expertise and professional experience in any field of EU action or policy.
Applicants should possess:

  • Proven professional competence and experience
  • Excellent command of English (additional EU languages are a plus)
  • Readiness to perform tasks independently and objectively

If selected for assignments involving classified information, experts must obtain security clearance from their national security authority.

Exclusion Criteria

Candidates cannot participate if they are:

  • Bankrupt, under administration, or suspended from business
  • In breach of tax or social security obligations
  • Guilty of professional misconduct, fraud, or corruption
  • Linked to criminal organizations or involved in money laundering or terrorism-related crimes
  • Found to have misrepresented information or in conflict of interest situations
  • Experts subject to EU administrative sanctions or restrictive measures under EU law are also ineligible.

Selection Process

Selection of experts will be made from the database based on:

  • Professional expertise and experience
  • Language skills
  • Geographical and gender balance
  • Business-sector diversity
  • Absence of conflict of interest

The process follows the principles of non-discrimination, objectivity, and equal treatment.

Contracting and Remuneration

Selected experts will receive an EU Expert Contract outlining task details, remuneration, and payment terms.

Key financial rules include:

  • Experts may earn up to EUR 90,000 over four consecutive years (excluding travel and allowances).
  • Individual contracts must remain below EUR 143,000, as per the EU Financial Regulation 2018/1046.
  • Additional program-specific conditions may apply, depending on the funding scheme.

Duration of the Call

This Call for Expression of Interest remains open throughout the EU Multi-annual Financial Framework (MFF) 2021–2027, allowing professionals to register at any time during the period.
