The European Commission has officially launched a new call for applications under the Culture Moves Europe mobility scheme — a cornerstone initiative of the EU’s Creative Europe programme. This call is designed to support artists and cultural professionals seeking to expand their creative horizons, collaborate internationally, and contribute to a vibrant, interconnected European cultural landscape.
Funded by the European Union and implemented by the Goethe-Institut e.V., Culture Moves Europe provides mobility grants for individuals and groups working in diverse creative fields. Whether your art takes shape in architecture, literature, design, music, performing arts, or visual arts, this is your opportunity to explore new cultural contexts, forge partnerships, and bring fresh ideas to life.
Applications are now open for individual mobility, with a separate call for residency hosts set to launch later in the year.
This call is open to:
Artists and cultural professionals residing legally in any of the 40 Creative Europe countries.
Individuals aged 18 years or older.
Creatives active in the following sectors:
Architecture
Cultural Heritage
Design and Fashion Design
Literature
Music
Performing Arts
Visual Arts
The initiative supports travel and project implementation across Creative Europe countries, enabling participants to work on collaborations, research, productions, or community-based projects abroad.
Culture Moves Europe is not just a grant scheme — it is a platform for cultural mobility, exchange, and collaboration. The programme provides funding for short-term and mid-term projects that allow artists and professionals to:
Engage in cross-border collaborations.
Gain international exposure for their work.
Develop new skills and expand professional networks.
Foster cultural dialogue and mutual understanding across Europe.
From 2025 to 2028, the programme will operate with a reinforced budget of €25 million, funding approximately 7,000 artists, cultural professionals, and host organisations.
The first phase of Culture Moves Europe proved to be an extraordinary success, highlighting the depth of Europe’s creative talent and the power of cultural exchange.
Key achievements included:
Nearly 15,000 applications received.
Over 7,200 artists and professionals supported.
93 nationalities represented, reflecting Europe’s diversity.
Dedicated mobility support for Ukrainian artists affected by conflict.
More than 50% of participants choosing sustainable travel options, supported by the programme’s green incentives.
These achievements demonstrate the EU’s commitment to ensuring culture remains a unifying and transformative force across the continent.
The upcoming phase of Culture Moves Europe introduces several improvements to make participation even more inclusive and impactful:
At least 7,000 new grants available for individual mobility and residencies.
Higher grant amounts and more flexible conditions to reflect artists’ real costs and diverse project needs.
Enhanced accessibility, including increased daily allowances and tailored support for applicants with disabilities and their accompanying persons.
Stronger local engagement, with Creative Europe Desks across countries providing guidance in native languages to assist applicants throughout the process.
Applicants can access funding through two main channels:
Individual Mobility Call – For artists and cultural professionals (individuals or groups) who wish to travel to another Creative Europe country to implement a project.
Call for Residency Hosts – For legal entities interested in hosting artists or cultural professionals through residencies. This call will open later in the year.
Each applicant must submit a clear project plan outlining their objectives, partners, and expected outcomes. Projects should contribute to cross-border collaboration, cultural innovation, and sustainable artistic development.

The European Commission and Goethe-Institut envision Culture Moves Europe as a catalyst for creativity, inclusivity, and sustainability. By promoting cultural mobility, the programme helps artists and professionals share their stories, learn from others, and co-create across borders — ultimately enriching Europe’s collective cultural fabric.
With the 2025–2028 call now open, artists are invited to seize this opportunity to reimagine creativity beyond borders and join a dynamic community shaping the future of European culture.
