
UN Women has launched a Call for Proposals inviting Civil Society Organizations (CSOs) to establish and operate a regional Community of Practice (CoP) focused on the development, improvement, and management of referral pathways.
This initiative is part of the EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans regional programme, aimed at strengthening systems that respond effectively to both offline and technology-facilitated violence (TF VAW) against women.
The goal is to enable coordinated action among key actor – governments, law enforcement, judiciary, health institutions, CSOs, and media—to deliver quality, survivor-centered, and digitally secure services across the Western Balkans.
The selected Responsible Party will be tasked with implementing the following core components:
Create a regional online platform to support collaboration and peer exchange among stakeholders.
Host quarterly multisectoral meetings of CoP members.
Ensure the platform is GDPR compliant, WCAG 2.1 AA accessible, and includes secure features for evidence uploads and data analytics.
Organize annual regional workshops and webinars.
Develop e-learning modules on digital safety, AI-generated abuse detection, and platform takedown procedures.
Create an online repository of protocols, tools, and training materials.
Conduct regional mapping of referral pathways and identify best practices and gaps.
Collect sex, age, and disability-disaggregated data on TF VAW.
Develop a dashboard to track response times, evidence handling, and takedown outcomes.
Integrate cybercrime units into referral mechanisms.
Ensure inclusion of vulnerable and marginalized women, including those with disabilities and those in rural or displaced contexts.
Provide digital accessibility audits and enable captioning, sign language, and low-bandwidth options.
Create and disseminate data protection guidelines and protocols.
Develop SOPs for cross-border evidence preservation and survivor-centered risk assessment.
Assess the protection needs of frontline defenders and activists facing TF VAW.
Define the operating principles and governance structure of the CoP.
Develop a Code of Conduct, data governance framework, and sustainability plan to ensure continuity beyond project funding.
