The American Political Science Association (APSA) invites applications for the 2026–2027 APSA Congressional Fellowship Program, one of the United States’ most prestigious opportunities for professionals to gain first-hand experience in the legislative process on Capitol Hill.
This ten-month program provides political scientists, journalists, and communications scholars the unique chance to work directly in congressional offices — engaging in legislative drafting, policy research, hearings, and daily operations alongside Members of Congress and their staff.
Since its inception over 70 years ago, the APSA Congressional Fellowship Program has strengthened public understanding of policymaking, improved scholarship and reporting on American politics, and built a network of distinguished alumni across academia, media, and government.

The APSA Congressional Fellowship is a fully immersive, professional development program that helps participants bridge the gap between policy research and practice. Fellows gain invaluable exposure to the U.S. Congress while advancing their academic or professional work through experiential learning.
Each fellowship year begins in November with a one-month intensive orientation on Congress, led by scholars, policymakers, and practitioners. This foundational training covers the structure, operations, and political dynamics of the U.S. legislative system.
Afterward, fellows are placed in congressional offices of their choice, where they work full-time for nine months, engaging in legislative research, constituent relations, and committee work. Regular seminars and workshops further enrich their understanding of U.S. governance and democracy.
Participants gain deep insights into how U.S. laws and policies are made while enhancing their leadership and research capacities.
Key benefits include:
First-hand legislative experience: Work directly in congressional offices on real policy initiatives.
Professional development: Strengthen your expertise in policymaking, governance, and communication.
Academic advancement: Apply your experiences to teaching, research, and scholarship.
Networking opportunities: Build lasting relationships with Members of Congress, peers, and APSA alumni.
Public service engagement: Contribute to bridging the gap between academia, journalism, and government.
Many alumni have used their fellowship experience to develop university courses on legislative politics, publish groundbreaking policy research, and take on leadership roles in public affairs and journalism.
Applications are open to the following professionals:
Political Scientists: Within 15 years of receiving their PhD, with an interest in Congress or policymaking.
Journalists: Including freelancers, with 2–10 years of professional experience covering Congress or public policy.
Telecommunications Scholars: Early to mid-career professionals focused on policymaking, media, and government relations.
Candidates should demonstrate a clear commitment to understanding or improving the legislative process and how the fellowship aligns with their professional goals.
Fluency in English, adaptability, and the ability to collaborate across political and ideological differences are essential.
