The research study will begin in January 2026 and is part of the FCDO’s broader commitment to promoting evidence-based policymaking, global education reform, and international partnerships across the Indo-Pacific.


Purpose of the Call for Proposals

The objective of this call for proposals is to generate actionable insights to:

  • Strengthen education cooperation between the UK and Indonesia.

  • Map opportunities for UK institutions to support Indonesia’s education transformation agenda.

  • Analyse how British education models, teaching standards, and institutional partnerships can be adapted to the Indonesian context.

The successful organisation will be expected to work closely with local stakeholders, conduct field research, and prepare recommendations that enable strategic engagement across schools, higher education institutions, and education ministries.


Study Duration and Scope

The study will run for six months, starting in January 2026.
The selected research organisation will be responsible for delivering:

  • A full analytical report on Indonesia’s education ecosystem.

  • A mapping of opportunities for UK providers across different education levels.

  • Policy recommendations aligned with Indonesia’s current priorities and reform agenda.

  • Stakeholder engagement sessions and consultations with Indonesian and UK actors.

  • Final evidence-based guidance for strengthening education cooperation.

The research must reflect international best practices, local needs, and the principles of inclusive, equitable learning.


Eligibility to Apply

This call for proposals is open to:

  • Accredited research institutions

  • Universities

  • Think tanks

Applicants should demonstrate:
