Fully Funded Erasmus Mundus MAPP Scholarships 2026–2028 for European and International Students

Applications are now open for the 2026–2028 cohort of the Erasmus Mundus Master’s Program in Public Policy (Mundus MAPP). This internationally renowned program trains future policy leaders through a multidisciplinary curriculum and mobility across four prestigious universities.

The Mundus MAPP Consortium is supported by the Erasmus+ action of the European Union. Through the Erasmus Mundus Joint Masters (EMJM) scholarships, outstanding applicants from both EU and non-EU countries will have the opportunity to pursue a fully funded master’s degree in public policy. Centralized Admissions Process

Admissions to Mundus MAPP are managed by Central European University Private University (CEU PU). A joint qualitative assessment is conducted by the four consortium universities. Applicants should note:

  • Only applications submitted via CEU PU will be considered

  • It is not possible to apply directly to the other consortium universities

  • No application fee is required unless you are also applying to other CEU programs

Candidates must complete an online application form and upload all required documentation. The list of required supporting documents and formal requirements is available on the CEU admissions website.

Mundus MAPP Mobility Tracks

Applicants must choose one of the following study tracks:

  • CEU PU – IBEI Track: Global Public Policy specialization

  • CEU PU – York Track: European Public Policy specialization

  • ISS – IBEI Track: Political Economy and Development specialization

  • ISS – York Track: Governance and Development specialization

This unique mobility structure ensures students gain international exposure and benefit from diverse perspectives on public policy.

Erasmus Mundus Joint Masters (EMJM) Scholarship

A limited number of fully funded EMJM scholarships are awarded to top-ranked applicants for the full two-year program. Each scholarship provides:

  • €1,400 per month for 24 months (up to €33,600 total)

  • Full tuition-fee waiver

  • Contribution toward travel, visa, installation, and subsistence costs

Additional financial support is available for students with disabilities or special needs. Applicants who have already received an Erasmus Mundus Joint Masters Scholarship in the past are not eligible to apply again.

Institutional Scholarships

In addition to EMJM scholarships, the consortium offers one Institutional Scholarship per track. This scholarship provides a 50% tuition fee waiver at both Year 1 and Year 2 institutions. Please note that this award does not include a stipend.

Additional Information

Health insurance is purchased by the Mundus MAPP Consortium for all enrolled students, covering the study period plus two weeks before and two months after. Students must cover certain additional costs not included in the scholarship, such as:

  • Study Visit (Year 1): €600–€1,000 depending on destination

  • Winter School (Year 2): €600–€1,000 depending on destination

  • Travel and visa expenses when relocating between consortium universities

Application Deadlines

Mundus MAPP has three deadlines depending on funding needs and residency status:

  • December 10, 2025: Deadline for applicants seeking financial aid, or early deadline for self-funded applications

  • April 15, 2026: Deadline for non-EU/EEA applicants not applying for financial aid

  • July 1, 2026: Deadline for EU/EEA applicants not applying for financial aid

Scholarships are awarded strictly on the basis of academic merit. All candidates applying by December 10, 2025 will be asked to indicate their interest in scholarships during the application process. Since only a small number of scholarships are available, applicants are strongly encouraged to also explore external funding opportunities.
