
The Capital Fellows Programs are nationally recognized public policy fellowships offering an unparalleled opportunity to experience and participate in policy-making and development within California’s state government. These fellowships provide hands-on experience in each branch of government—the Legislative, Executive, and Judicial branches—giving participants a unique perspective on public service and governance.
Capital Fellows serve as full-time, paid employees for 10-11 months in some of the highest levels of state government. Whether placed in the Legislative, Executive, or Judicial Branch, Fellows work closely with state legislators, senior-level executive staff, and court administrators on critical public policy issues. Fellows are given challenging and meaningful assignments, allowing them to make a real impact on the governance of California.
Judicial Fellowship Program
This 10-month fellowship offers experiential learning in court administration. Judicial Fellows work in Superior Courts and Judicial Council offices across California, gaining firsthand experience in managing court programs, multi-million-dollar budgets, and public policy, while promoting access to justice.
Executive Fellowship Program
Executive Fellows are placed in one of California’s Executive Branch offices, including the Governor’s Office and other constitutional and cabinet-level agencies. This 10-month fellowship provides a blend of government work experience and professional development, preparing participants for leadership roles in public service.
Assembly Fellowship Program
Founded in 1957, the Jesse M. Unruh Assembly Fellowship Program is one of the oldest and most prestigious in the country. Assembly Fellows serve as full-time legislative staff, working in the office of an Assembly Member to shape public policy and contribute to the legislative process.
Senate Fellowship Program
Senate Fellows work as policy staff in the office of a California State Senator or within a Senate policy committee. This distinguished program offers Fellows the chance to directly participate in the state legislative process, gaining deep insights into the development of laws and policies.
